An Annual Aritmetic Mean above 15.0 ug/m3 would be in exceedence of the standard.
To determine if a locality is in violation of the standard, EPA uses a 3 year average.

VA DEQ relocated the Salem Monitor in March 2006 to the Roanoke Oakland Blvd. location.
